In the global efforts to combat climate change and holding the increase in the global average temperature to a level that would significantly reduce the risks and impacts of global warming, developing countries are expected to play a key role towards implementing the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The current climate change challenge exceeds by far the capacity of many of these countries to respond to its impacts and address the development needs of their communities. It is unlikely that they can alone address the impacts of climate change with their domestic resources. Hence, scaled-up international support is urgent to enable their capacities and roles.
The Standing Committee on Finance (SCF) was requested by the Conference of the Parties (COP) in 2018, to prepare, every four years, a report on the determination of the needs of developing country Parties related to implementing the Convention and the Paris Agreement. The SCF has already initiated some preparatory work on the matter, including agreeing on an outline and a work plan for the first report, as well as conducting some outreach activities.
The Climate Finance Advisory Service (CFAS) invites you to a webinar to discuss expected outcomes of the First Needs Determination report, such as providing more clarity on financial and non-financial needs of developing countries across various thematic areas and sectors, as well as identifying the methodological and structural gaps and challenges that still exist.
